You can visually think of a packet as emerging from your computer screen and heading toward the scene in a frustum that expands outward as it goes. If this frustum misses an object in the scene entirely, then none of the rays in the packet have to be checked for intersection with that object. If any one of them does, then the whole packet descends into the BVH tree bounding the object.
