What the second bullet under costs is saying is that this method leads to many more idle links than packet-switching due to the high granularity. The path is reserved until the message reaches the destination. Even after then end of the message passes through a link at the beginning of the path (meaning that link will no longer be used by that message), that link cannot be utilized until the message actually reaches the destination. Any routing system that leaves too many links idle is not preferred.

Another benefit to circuit-switched routing is that messages can send faster because they do not have to do checks in the middle of the data transmission to make sure there is no contention.
