Livelock seems to be more illusive as we actually do have all of the resources free here, and it is unlikely that all 4 cars will claim their resource simultaneously. Instead we might see this happen on occasion, or at least enough to slow our code down considerably. Assuming the cars aren't tied to some synchronous movement counter.
