Can throughput be a function of what cars are going through the pipeline. Depending on what type of cars are going through the pipeline does it affect the overall throughput or how is this dealt with in throughput estimations? Does the worst case get assumed?

I think this analogy describe the situation when the execution of an instruction can be break down into two parts and create an 2-stage instruction pipeline and thus double the throughput.
